The Township of North Glengarry is partnering with Russell to better manage the rise in stray dogs. Approximately 50 reports are received each year, which overburdens the sole by-law officer. The municipality does not have adequate equipment for aggressive dogs or a compliant kennel. The Board approved a hybrid agreement with Russell to provide after-hours service and house animals as needed.
