Over 600 Calls for Service Including…

During the period of November 7 to November 20, 2022, officers with the Russell County Detachment of the Ontario Provincial Police (OPP) responded to over 670 calls for service. These included:

STOLEN VEHICLES

On November 11, 2022, at approximately 2:30 a.m., Russell County OPP officers responded to a stolen vehicle complaint on County Road 17 in the City of Clarence-Rockland.

Members of the Hawkesbury OPP, Emergency Response Team (ERT) and Canine Unit assisted with the investigation.

During the investigation, the lone occupant fled by foot and was arrested shortly after, along with another individual.

As a result of the investigation, Yoan CASTILLOUX, age 32, from Terrebonne, Quebec, and Jeremie LAVIGUEUR, age 31, from Sherbrooke, Quebec, were charged under the Criminal Code (CC) with:

  • Possession property obtained by crime over $5,000 – Criminal Code (CC) 355(a)
  • Possession break in instruments – CC 351(1)
  • Possessing Automobile Master key CC 353(1)(b) – Two Counts

The accused are scheduled to appear in the Ontario Court of Justice in L’Orignal at a later date.

On November 11, 2022, shortly before 3:30 a.m., Russell County OPP officers stopped a vehicle for a Highway Traffic Act (HTA) offence on Highway 417 Eastbound near the Casselman exit.

Members of the Emergency Response Team (ERT) and Canine Unit assisted with the investigation.

During the investigation, the lone occupant fled on foot and was arrested shortly after.

As a result of the investigation, a 16-year-old, from Montreal, Quebec, was charged with:

  • Possession Property Obtained by Crime Over $5,000 CC 355(a)
  • Theft of Motor Vehicle CC 333.1
  • Resist Peace Officer CC 129(a)

The accused was held for bail.

 

THREE MOTORISTS CHARGED WITH IMPAIRED

On November 13, 2022, shortly before 9:45 p.m., a Russell County OPP officer stopped a driver for a traffic related offence on County Road 17 in the City of Clarence-Rockland.

During the investigation, the officer utilized an Approved Screening Device (ASD). The driver was arrested and transported to detachment for further testing.

Quinn GAUDET, age 26, from Ottawa, was charged with:

  • Operation while impaired – blood alcohol concentration (80 plus) CC 320.14(1)(b)
  • Drive Motor Vehicle – Perform Stunt – Excessive Speed HTA 172(1)
  • Drive vehicle or boat with cannabis readily available CCA2017 12(1)

On November 14, 2022, shortly before 3:00 p.m., Russell County OPP officers responded to a single-vehicle collision on South Russell Road in Russell. There were no injuries.

During the investigation, the driver was arrested and transported to detachment for further testing.

Clifford OLMSTEAD, age 72, from Morewood, was charged with:

  • Operation while impaired – blood alcohol concentration (80 plus) CC 320.14(1)(b)
  • Operation while impaired – alcohol CC 320.14(1)(a)

On November 16, 2022, shortly before 3:45 p.m., Russell County OPP officers responded to a traffic complaint on Central Park Boulevard in Russell.

During the investigation, the motorist was arrested and transported to detachment for further testing.

Timothy BROWNELL, age 44, from Russell, was charged with:

  • Operation while impaired – blood alcohol concentration (80 plus) CC 320.14(1)(b)
  • Operation while impaired – alcohol CC 320.14(1)(a)

The motorists received a 90-day driver’s license suspension, and the vehicles were also impounded for seven days.

The accused are scheduled to appear in the Ontario Court of Justice in L’Orignal at a later date.
