Council’s Formal Adopted Resolution Opposing Alto High-Speed Rail

The Council of the Township of Champlain has formally adopted a resolution opposing the proposed routing of the ALTO high-speed rail project within its municipal boundaries.

Council has carefully reviewed the proposed project and the concerns raised by residents.
Based on this feedback, the Township does not support the project as currently proposed due to its potential impacts on our community, agricultural lands, and property owners.
While recognizing the importance of modern transportation infrastructure, Council is deeply concerned about the significant impacts this project could have locally, including the loss of valuable agricultural land, disruption to environmentally sensitive areas, and fragmentation of local road networks.

“These are not minor concerns,” said Mayor Normand Riopel. “They affect our farmers, ourfamilies, and the long-term sustainability of our community.”

Council emphasized that the project, as currently proposed, would impose long-term financial and service delivery pressures on municipalities while offering limited direct benefit to local residents.

The Township will not authorize access to municipal lands for environmental or geotechnical testing related to the ALTO project and is taking steps to ensure that the interests of residents are protected.

The resolution also highlights serious concerns regarding the consultation process. Residents have clearly expressed the need for transparency, respect, and meaningful consultation. The Township echoes these expectations and will continue to advocate for its community throughout this process.

Recent updates from MP Giovanna Mingarelli confirm that residents across Prescott–Russell Cumberland are calling for greater transparency, clearer information, and meaningful consultation. The MP has also expressed concerns regarding potential expropriation and acknowledged openness to alternative routes.

“This reinforces what we are hearing locally,” added Mayor Riopel. “Our community is not
against progress—but it must be done responsibly, with respect for the people and land it
affects.”

Council is calling on the Government of Canada and project proponents to:

• Suspend advancement of the current route;
• Undertake meaningful consultation with municipalities and residents;
• Fully disclose potential impacts;
• Prioritize alternative routes along existing transportation corridors such as Highway
401, Autoroute 40, and Highway 50.

The Township also supports exploring a regional rail connection linking Ottawa to communities along the Highway 401 corridor as a more practical and less disruptive alternative.

The Township of Champlain recognizes the importance of infrastructure development and
ongoing dialogue with federal and provincial partners. However, any project must reflect the realities, concerns, and well-being of our local community.

Council remains committed to working collaboratively with all levels of government to ensure that the interests, safety, and quality of life of residents remain paramount.
