The Ontario Provincial Police (OPP) East Region Community Street Crime Unit (CSCU) has arrested six people following a drug trafficking investigation that began in August 2024.
On Wednesday, October 21, 2026, CSCU executed search warrants in Chesterville, South Stormont Township and the City of Cornwall. Officers seized more than 170 grams of suspected cocaine, about 37 grams of suspected heroin, over 600 suspected opioid pills, three vehicles, Canadian and American currency, replica firearms and cell phones.
As a result of the investigation, Christopher ST ANDRE, 57 years old of North Dundas Township has been charged with:
- Conspiracy to commit indictable offence
- Possession of ammunition contrary to prohibition order – three counts
- Fail to comply with probation order – four counts
- Possession property obtained by crime over $5,000
- Possession of a schedule I substance for the purpose of trafficking – cocaine
- Possession of a schedule I substance for the purpose of trafficking – heroin
- Possession of a schedule I substance for the purpose of trafficking – opioid – two counts
Lawrence COMPEAU, 53 years old of Cornwall has been charged with:
- Conspiracy to commit indictable offence
- Possession property obtained by crime under $5,000
- Possession of a schedule I substance for the purpose of trafficking – cocaine
Tammy-Lee LAMARCHE, 39 years old of Cornwall was charged with conspiracy to commit indictable offence.
The three accused were held for a bail hearing before the Ontario Court of Justice in Cornwall.
Kevin WALDROFF, 30 years old of South Stormont Township, and Mackenzie ELLIS-BROWN, 20 years old of Cornwall have been charged with:
- Conspiracy to commit indictable offence
- Possession property obtained by crime under $5,000
- Traffic in Schedule I substance – cocaine
Tammy WHITFORD, 55 years old of Cornwall has been charged with:
- Conspiracy to commit indictable offence
- Traffic Schedule I substance – cocaine
- Possession property obtained by crime under $5,000
- Fail to comply with probation order
The three accused were released from custody and are scheduled to appear before the Ontario Court of Justice in Cornwall on Tuesday, December 1, 2026.
